The NICE Framework is built upon a set of discrete building blocks that describe the work to be done (in the form of Tasks) and what is required to perform that work (through Knowledge and Skills).
Skill statements relate to Task statements in that a learner is demonstrating skills in performing tasks. A Skill is defined as the capacity to perform an observable action. Skill statements may describe straightforward or complex skills. Multiple Skill statements may be needed to complete a given Task. Similarly, exercising a Skill may be used to complete more than one Task.
