Every requirement must contribute to attainment of stakeholder and business objectives. In plain terms, if it doesn’t contribute to decision making it is not a requirement. Teamwork is critical and support from all functions requires access to distributed intelligence and analysis. Requirements determination is a rational and iterative process that analyzes, prioritizes, and assigns assets to requirements.
