Course Description

Our HUMINT / Confidential informant (CI) management course has been designed by our subject matter expert team (SME) who have extensive experience practicing their skills in global operational and training environments such as the, the USA, Middle East, Latin America, Africa, Eastern Europe, Northern Ireland and beyond. Our experience is based on good practice developed in many instances from mistakes of the past in order that they are not repeated. This knowledge is embedded in the UK, Frontex the European Border Agency and in numerous other countries mentioned above that we have had the privilege to advise. We appreciate that many agencies have their own guidelines and regulations which you are duty bound to abide by. This course is not meant to usurp those guidelines or regulations but to provoke thought and ask questions. The learning in the course looks at what motivates someone to become a human source / CI and the skills required to manage that person in an ethical manner to keep them and you safe throughout a relationship. The course includes real life case studies and experiences of our SMEs. The human source / CI arena is scrutinized heavily by human rights groups, government overwatch, and law enforcement regulatory bodies and rightly so. We have seen litigators with offices and associates throughout the world try to exploit what they perceive to be law enforcement malpractice or negligence in relation to human sources / CI management. The same questions around human source / CI standards asked in Northern Ireland several years ago are now being asked in Iraq and the US. In the course we will look at ways that may help you ensure your interaction meets the standards expected today.

Learning Objectives

Learning Objectives|
At the conclusion of the course students will be able to understand: What is meant by information, intelligence, and the intelligence cycle. The definition of a human source and the skills required by law enforcement to manage them|The different types of human sources likely to be encountered by law enforcement officers (e.g. eyes and ears, access and principal sources)|What motivates people to provide information and how to approach a prospective human source| The factors which must be considered in the pre- debriefing planning stage. This includes research and cultural awareness techniques|How to manage a relationship with a source before, during and after recruitment|Tried and tested Interview techniques|Identifiable human behavioural clues which could be used in the pre debriefing planning stage.
